An example would be immigration reform the us is trying to reform the immigration rules and make a set of laws that effect multiple immigrants but not all immigrants have the same issues or back ground. Some immigrants or here do to no fault of their own, some are here on expired visas and others are just here straight out illegally. It hard to make law or a plan for those that are in this country due to no fault of their own.
