On December 8, 1863, approximately 16 months before the North defeated the South in the Civil War, Lincoln issued a proclamation that laid out his vision of Reconstruction. For example, laws were passed requiring Southern states to adopt new constitutions in conformity with the U.S. Constitution, and to ratify the 14th Amendment and grant blacks the right to vote.
